I’ve long been a reader of Wired Magazine.  In a recent article published on their web site author David Kravets explored the tenuous relationship between technology, the state, and civil rights.  It’s worth the read, but like the title suggests, you may find yourself with a box of foil, a pair of scissors, and some tape fashioning your own tin foil hat.
