Recently, an article that provides an in-depth  discussion about “Terry Stops” and Florida’s wildly abused Resisting Without Violence statute came to my attention.  Steve Horrigan, a fellow fan of Carlos Miller’s Photography Is Not A Crime blog was kind enough to share this article on Miller’s website.

The article which was written in 2004 appeared in “The Rap Sheet” and was authored by State Attorney Norm Wolfinger for the benefit of LEOs.  That is not intended to be a criticism, simply an observation.

I found the article to be even-handed and surprisingly well-written.  If you ever expect to have an encounter with LE (who doesn’t?) then the article is definitely worth the read.  Special thanks to Steve Horrigan for bringing this to my attention.
